Involving aspects such as energy saving, consumption reduction, and clean production, it may affect 90 ceramic companies.
On August 24, the Shandong Provincial Government Information Office held a press conference to interpret the relevant situation of the "Shandong Province's "14th Five-Year Plan" Ecological Environmental Protection Plan.
The "Plan" proposes that by 2025, Shandong Province will be at the forefront of ecological construction, achieve remarkable results in the green transformation of production and lifestyle, significantly increase the efficiency of energy resource utilization, and significantly reduce the total emission of major pollutants; accelerate carbon peaking process, put the control of greenhouse gas emissions in a prominent position; carry out ecological protection in the Yellow River Basin and comprehensive control of water pollution in the Nansi Lake Basin; strengthen coordinated control of fine particulate matter and ozone; deepen four reductions and four increases, and accelerate the promotion of green development.
According to the survey data of the "Long March of Ceramics Industry - China Ceramics Geographical Survey 2020 Tile Production Capacity Report", 80 ceramic production companies in Shandong Province have 144 production lines, with a total daily production capacity of 2.4786 million square meters. The proposal of the Five "Ecological and Environmental Protection Plan" may have a certain impact on Shandong ceramic enterprises.
On August 19, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, and the Ministry of Water Resources jointly issued the "14th Five-Year Plan" to promote the entry of industrial projects in key areas along the Yellow River and strictly control high pollution, high water consumption, high "Notice on Energy-Consumption Projects", the "Notice" requires that during the "14th Five-Year Plan" period, Lanzhou, Luoyang, Zhengzhou, Jinan and other cities along the Yellow River and counties along the main stream (hereinafter referred to as key areas along the Yellow River) will strictly control new high-pollution, high-consumption projects Water and high energy consumption projects.
The "Notice" emphasizes that all relevant regions must re-evaluate existing proposed high-pollution, high-water-consuming, and high-energy-consuming projects that have been registered but have not yet started construction, and those projects that are indeed necessary to build and meet the requirements of relevant industries must be re-evaluated. It can continue to be promoted; the clean-up and standardization work will be completed by the end of December 2021; projects that do not comply with industrial policies, the "three lines and one single" ecological environment zoning control plan, planning environmental assessment, energy consumption, water consumption and other relevant requirements will all be ordered toConstruction and production will be stopped immediately, and rectifications will be made within a time limit. The project shall not resume construction or production before rectifications are in place.

In order to establish and improve the emergency response mechanism for heavy pollution weather in Dongguan City, improve the prevention, early warning and emergency response capabilities of heavy pollution weather, reduce the frequency and duration of heavy pollution weather, and control and mitigate the harm caused by heavy pollution weather to the maximum extent.

The "Plan" puts forward industrial emission reduction requirements for heavy-emission industries such as ceramics: According to the "Guangdong Province Industrial Furnace Hierarchical Control List", key industries involving industrial furnaces such as cement, steel, ceramics, bricks, and non-ferrous metals C Level 1 enterprises strictly follow the "one factory, one policy" plan to implement production adjustments and off-peak transportation of bulk materials, strengthen the control of unorganized emissions in the factory area, and reduce pollutant emissions.
At the same time, we will carry out special law enforcement inspections of various air pollution emission sources around industrial clusters, and strengthen the implementation of measures to stop and limit production and pollution of key emission companies involving industrial boilers and kilns, as well as key regulated companies for volatile organic compounds (VOCs). Supervise and monitor the operation of treatment facilities to ensure that pollution control measures are in place; when particulate matter is the main pollutant in the air quality, coal-fired boilers and biomass boilers that cannot stably meet the standards should be discontinued, and on-site inspections should be stepped up to conduct daily inspections.
